Vice Chair:

Douglas Wayne Beal, MD, MSHA, CMI-V, CFP, DABFM, DABFE

Dr. Beal received the Doctor of Medicine (MD) degree from the University of Health Sciences/The Chicago Medical School in 1980. His postgraduate pediatric training was completed in 1983 at the University of Iowa Hospitals and Clinics. In 1992, he earned a Master’s of Science in Healthcare Administration (MSHA) degree from the Medical College of Virginia/Virginia Commonwealth University.
Dr. Beal is a Diplomate of the American Board of Pediatrics, the American Board of Forensic Examiners, and the American Board of Forensic Medicine. He also holds the highest level of certification for medical investigators (CMI-V) from the American College of Forensic Examiners. Dr. Beal has served as the Medical Consultant for the State Technical Assistance Team since 1993. He has been an active member of the Missouri Child Fatality Review Panel (CFRP) since 2005. In addition to his child advocacy work Dr. Beal is a busy general pediatrician in Columbia, MO.
He currently holds an Associate Affiliate Professor appointment in the Department of Child Health at the University of Missouri, and he is an Adjunct Associate Professor at the Sinclair School of Nursing also at the University of Missouri. Prior to matriculating to Missouri Dr. Beal was a faculty member at the East Carolina University, School of Medicine in Greenville North Carolina. Dr. Beal’s has testified in State and Federal courts, and his expertise has been upheld by the Missouri Court of Appeals for the Southern District. In his ‘spare time’ Dr. Beal is a PADI Master Scuba Instructor.

Zhaoming Chen, MD ,PhD ,MS, FAAIM, CFP

Dr. Zhaoming Chen, Neuroscientist and American board certified Neurologist and Clinical Neurophysiologist , has obtained his training in science and medicine from Drexel university college of medicine, University of Pennsylvania, Georgetown university and Harvard medical school. He is one of first few certified forensic physician, and is listed as America's top physician 2009.

Board Members:

John A. Consalvo, MD

John A. Consalvo, MD, FACEP, FACFE. He was raised and attended primary and secondary schools in Middlesex, New Jersey. Dr Consalvo served in the US Naval Reserve active and reserve duty from June, 1966 thru June 1972 and received an honorable discharge. He attended Rutgers College from 1971 through 1975 with a BA in Biology and Biochemistry, and then attended George Washington Univ. Medical School from 1975-1979 and received a MD degree. He did his residency training in general surgery at N.Y. University from 1979-1983, and became the Director of Emergency Services for Mercy Hospital, Wilkes Barre, Pa. in 1983 and remained in that position until 2006 when the hospital discontinued critical care services. He was then appointed as Luzerne County, Pa. Deputy Coroner in 1993 and was appointed Coroner/Medical Examiner 2006. He is now a forensic consultant to the Pa. State Police and currently acts as the Director of Emergency Services at Wayne Memorial Hospital, Honesdale, Wayne County, Pa.
He founded American Emergency Services, PC in 1983, which was an emergency medicine physician practice in Pa. which grew to serve over forty hospitals during it's tenure which ended in 1993 with a merger with EPMG, Emergency Physicians Medical Group, Ann Arbor, Michigan. He served as Eastern Region Vice President of that organization until June 2004 and grew that company into one of the ten largest emergency physician group practices in the country.
He has two sons, Jonathan and Christopher, who are not in the medical field and enjoys boating, fishing, golf, and travel in my spare time. He also own and operate a marina facility on the eastern shore of Maryland.

E. Franklin Livingstone, MD, FACFEI, DABFM, DABFE, DAAPM, CFP, FAAPM&R

Dr. Livingstone is a physical medicine and rehabilitation specialist (physiatrist) in Lake Havasu City, Arizona. He practices general physiatry (rehab. medicine) and electrodiagnosis (EMG). He is a board certified by the American Board of Physical Medicine and Rehabilitation, having developed an interest in this field because of his personal experience after a motor vehicle accident resulted in spine and spinal cord injuries and paraplegia at the age of eighteen. He is a Fellow of the American Board of Physical Medicine and Rehabilitation, a Fellow of the American Academy of Disability Evaluating Physicians, a Fellow of the American College of Forensic Examiners, and a Diplomate of the American Academy of Pain Management.
